
Public administration and Financial Management:
Getting frameworks rightPublic sector reform and improved public financial management are seen as key areas for improving governance and creating an environment that facilitates sustainable economic growth and poverty reduction. These are among the most challenging areas in development cooperation to address. Scanteam has carried out a number of tasks in this field from providing assistance for better public strategic planning and policy development, to assessments of public financial management and public administration systems. |
Public finance Management AssessmentThe international community – donors and partner countries – have agreed to a set of criteria for "good public finance management". This includes a set of 28 indicators for monitoring partner performance and three to track donor behaviour in the Public Expenditure and Financial Accountability (PEFA) system. This includes a rating system for each of the indicators, allowing government and donor officials to agree on performance rankings. PEFA reviews are now standard in many partner countries. Scanteam pioneered the use of PEFA indicators in a country review in early 2004. In addition to producing a snap-shot of the PFM status, we included an assessment for 2000 and could thereby provide a trend analysis for each indicator – in many ways more interesting. We furthermore included an analysis of some of the key framework conditions in the country: legal situation; political framework; etc. This has provided the donors and government a basis upon which to track further improvements to the country's PFM – a key condition for strengthening the budget support collaboration |
