
AfricaWe have worked in English-, French- and Portuguese-speaking countries, from conflict-torn societies to those considered to be on a more sustainable development path. We have looked at public sector capacity development across the continent, public finance management systems, village-level development initiatives, strengthening civil society and income-generating activities, in more than 30 African countries. Evaluating Capacity Development in AfricaThe World Bank estimates that 25% of its loans and grants to Africa are for capacity development (CD) activities. When Bank projects are assessed, it is almost always the CD component that gets low marks. The Bank's Evaluation Department therefore carried out an evaluation of ten years' CD efforts across Africa, including six in-depth country studies. Scanteam did two of the country studies and was in the core team of the evaluation. Partly as a follow-up to the evaluation, the Bank established a task force that strengthened the Bank's CD policies and guidelines for the Africa region. |
