Multi-Donor Assistance to AfghanistanScanteam has twice assessed the performance of the multi-donor Afghanistan Reconstruction Trust Fund, ARTF. Overall the assessments have been positive, with the ARTF considered “best practice” among reconstruction trust funds. The latest report from August 2008 recommended more focus on the comparative advantages of such funds, giving priority to performance-based program funding for (i) capacity development for public finance management; ii) community-based development; (iii) support to CD management more generally; and (iv) natural resource revenue management. More coherent results tracking from output to impact requires more quality assurance resources and stronger engagement by both government and donors. |
